Government Shutdown Impact on Customers

The United States of America (USA) government shutdown began on December 22, 2018 because of an unapproved budget for 2019. The government shutdown includes shutting down all non-essential government programs, resulting in hundreds of thousands of government employees not receiving their paycheck until the shutdown ends.

How can I receive assistance paying my bill?

Our Customer Care representatives are there to help you pay your bill. They can be reached at 1-866-469-2464 and are available to assist you Monday – Saturday from 7:30 a.m. to 8:00 p.m. CST.

Qualified customers may be eligible for one of First Choice Power's Deferred Payment Plans. These are extended payment plans allowing past-due bills to be paid in installments over a specified time period.

Currently, available options include:

  • Payment Extension Plan: a short-term extension of the due date for full payment of past-due bills
  • Deferred Payment Plan: an extended payment plan where past-due bills may be paid in installments over a specified time period

  • You are eligible for a Deferred Payment Plan if you meet these criteria:

  • There are no insufficient Funds payments on your account in the last 30 days
  • No more than two Insufficient Funds payments on your account in the last 12 months
  • No Broken Payment Extensions on your account in the last 90 days
  • You make the required 50% Down payment.
  • There is no more than one broken DPP on your account in the last six months. Under usual circumstances, the requirement is that an account has no broken DPP's in the last six months, but we are making an exception for those affected by the government shutdown.
  • A DPP arrangement can be set up for the entire balance on your account with two to five equal installments. The balance will show as a past due amount on the bill until the DPP is completed and paid in full. You are required to pay your normal monthly charges in addition to the agreed-upon DPP amount each month.

  • Bill Payment Assistance Program: a program funded through donations to support local organizations that provide energy bill payment assistance to qualifying customers suffering financial hardship

Thanks to a federal government initiative called the Comprehensive Energy Assistance Program (CEAP), you have access to agencies around Texas designed to provide financial relief and help you pay your energy bills.

If you ever need help paying your utility bills in the Lone Star State, there are a few ways to get the necessary funds to keep your lights on at home:

  • Dial 2-1-1 on your mobile phone to reach an operator who can connect you with agencies in your community.
  • Call 1-877-399-8939 between 8 a.m. and 5 p.m., Monday through Friday. This toll-free number will directly connect you with the CEAP service provider in your county.

Creditors: Banks and creditors such as Bank of America, Chase, Discover and Wells Fargo are working to help federal employees. Food: Many federal workers need support to feed their families. North Texans who need help can look online for a local food bank at or call 2-1-1 for help. SNAP benefits may also be available. Learn more at or by calling the Lone Star Help Desk at 800-777-7EBT.

Rent: For groups that help with emergency rental assistance, contact the 2-1-1 social service helpline.

Internet/cell:  Several providers are offering flexible payment options for federal employees. Contact your provider directly for more information.
